Create an EA that can read and execute orders from a csv file from the MT5 folder

Hi developers, I need a MT5 EA that will read out daily 30-50 orders from a csv file and execute them into MT5 as pending orders at a specific date and time. 

1. This EA must tradeable for stocks on MT5 (the symbol is in the csv file).
2. Date and time for execution must be possible global for all orders in the csv file.
3. Also an expire date for the pending orders.
4. If the pending order can not be executed because the price can be at the open higher as the last closing price change (with the open GAP) the BUY_STOP order must be convert into a BUY_LIMIT order with the same values. (MT5 send error code when pending order can not be execute so it is easy to know when to create a BUY_LIMIT instead of the BUY_STOP order).
5. The same as in point 3 for SELL_STOP pending orders to convert into SELL_LIMIT orders.
6. Reference no., symbol, cmd, volume, price, slippage, stoploss, takeprofit, comment, magic no. expire datetime are in the csv file for the MT5 EA.
