Modify my EA to automatically place an order .

I have an EA for MT4 that I want to modify so it places a buy or sell order when a certain criteria is filled . I attached a picture of when the order should be placed . 

For a Sell Order

1. Indicator on the bottom of screen all the way UP , heading down . 

2. Black reversal candle is complete

3. Two Red candles are complete

4. Yellow line is BELOW the black line

5. Sell order is placed with a 25 pip stop . 

For a Buy order everything is opposite , 

1.Indicator on the bottom of screen all the way DOWN , heading up .

2.White Reversal candle is complete

3. Two white candles with blue inside are complete

4. Yellow Line is ABOVE the black

5. Buy order is placed with 25 pip stop

I need the option to set the time when the EA turns on . I only trade once Frankfurt Germany session opens which is 11pm Pacific time or 9 hundred hour on the MT4 clock on the bottom of the screen . I'm not sure how difficult it is to have an option for me to be able to adjust the time the EA turns on , or you can just permanently set that the EA turns on at the 9 hundred hour . 

One other feature I'd like to have but not necessary is after the order is place , after 7 more candles are completed , a order in the opposite direction is placed which will reduce my trade size in half . Theres no hedging in the USA , so if I have an open sell order for 1000 units and place a buy order for 500 units , it automatically banks have the trade profit to my account and reduces my sell order from 1000 units to 500 units . I hope that makes sense . So when I have a trade that has moved 7 candles it will place a trade in the opposite direction reducing my trade size in half and banking half the profit . This feature is not totally necessary , but I'd like to be able to turn it on and off if needed .
