Execute MT4 Order based of incoming Telegram message

Hi, i receive signals directly to telegram which look similar to the following format:

USDCHF
SELL 1.0215
TP1 1.0195 :dart: 20 Pips
TP2 1.0175 :dart: 40 Pips
TP3 1.0115 :dart: 100 Pips
SL 1.0255

I am looking for a dev who is willing to automate the incoming message into MT4 and execute a live trade based of the following factors.

i would like it to be customisable to lot size/how many positions to be open for tp1/2/3.

also features such as "close all trades when balance reaches £xx" and "close all trades when balance falls below £xx"

not sure if this is a big ask as i have not seen anything similar around as of yet.

any help is appreciated
