MT5 & Interactive Broker Setup for Automated Trading

It’s simple task to do but I need it as I’m new to this area. I need to get the following done:

1. Install MT5 
2. Plugin a live data feed into MT5 so I could see live prices in MT5.  
3. Develop a simple strategy on 10 min candles (Buy/Sell on 2 moving averages crossover and Volume > Average volume of n period)
4. Strategy to run over small caps (S&P 600) on condition stock price < $X
5. Buy/Sell signals to be sent to IB & executed there with transaction size of $Z

Values of n, X, Z & moving averages will be provided once we start.

Hope to note that I have only IB live trading account + IQ live feed (US markets) only.

I need to know, if I have  to subscribe in any additional App.
