Техническое задание

i need a program to make synchronization for a contents of excel file and send it using (Post || Get) method to specific url ( for online php file )

I want to synchronize any content put in excel file even if it is not saved because may may be the content changed but not saved

i will program the php file my self , all what i need is to sending data to it using Post Or Get 

The data will be very big so i think 'Post method' is the best choice

The interface that i needed containing :-
1 - the url of php file 
2 - the directory of the excel file in my desktop
3 - the different in second between every synchronization

the app must work on any windows Release
