FLAT LINE HFT SCALP

Hi all! I would like to commission a EA (robot) to automate a trading strategy. Here's the idea; High frequency trading scalp (tick scale). Upon the EA identifying a flat line in the market it simultaneously opens two trades in the same option. x1 Buy and x1 Sell. When the current sell rate rises or falls the losing option is then closed. The open option is closed if 1-(the gross profit of open option - loss of closed option = profit.) or 2-(the open option closes on loss when rate is -0.2%)  FOR EXAMPLE: OIL is trading at 33.88 it has been 33.88 for 15 seconds, two trades of 50 barrels buy and 50 barrels sell are placed. The price of oil increases to 33.89, so the 50 barrels sell option is closed at a loss instantly. The 50 barrels of oil buy option is closed when A-(Gross profit - loss of closed sell option = any profit) or B-(the buy option is closed when the rate reaches-0.2%). This process is then repeated when a flat line is identified for 15 seconds. I'd like for this to be completely automated. Hope I've provided enough information. Thanks.
