Instant M5 Session Breakout Alert Indicator with Volume Filter (No Chart Graphics) - UAE Time Use code with caution.

I need a MetaTrader 5 (MT5) custom indicator specifically designed for fast scalping on the M5 timeframe for volatile assets like XAUUSD, US30, and BTCUSD. I am based in the UAE (GMT+4). 

The indicator must run silently in the background and send Mobile Push Notifications and Pop-Up Alerts ONLY. Absolutely NO lines, boxes, objects, or graphic panels should be drawn or left on the trading chart.

Core Requirements:

1. Session Range Calculation (UAE Local Time):
   * In the background, the indicator must monitor and determine the Highest High and Lowest Low of the first 1 hour of the New York Session opening. 
   * The monitoring hour must adapt to UAE local time (e.g., tracking the range from 4:30 PM to 5:30 PM UAE time during Summer, or 5:30 PM to 6:30 PM UAE time during Winter, or utilizing customizable input hours based on Broker Time).

2. Breakout Signal on Candle Close:
   * BUY Alert: Trigger immediately when an M5 candle completes and CLOSES strictly above the session's Highest High.
   * SELL Alert: Trigger immediately when an M5 candle completes and CLOSES strictly below the session's Lowest Low.

3. Sideways & False Breakout Filters (Crucial):
   * Volume/ATR Filter: To filter out low-volume sideways markets and false breakouts, an alert must ONLY trigger if the breakout candle's volume or ATR(14) is higher than the average of the past 14 candles (multiplied by a user setting). If the market is moving sideways with weak volume, ignore the breakout completely.
   * Strictly Non-Repaint: Once an M5 candle closes and triggers an alert, that signal must be permanent. Never repaint or remove signals.

4. Zero Delay / Instant Notification Logic:
   * Crucial: The Mobile Push Notification to the phone and Pop-Up Alert on the laptop must trigger within 1 to 2 SECONDS exactly at the moment the M5 breakout candle completes and closes (at the exact second the new candle opens). 
   * There must be NO lag, NO waiting for 2 or more candles, and NO smoothing delays. The notification must be instant via the MetaQuotes ID.
