Техническое задание

Hello 

I'm looking for someone who can create an EA based on this article:
https://www.seeitmarket.com/how-to-improve-market-returns-using-alternative-data-17806/

It's important to download weekly the new CFTC CoT Report. Also it's important to backtest the EA based on past reports or at least past data. We need to get the data through https://www.cftc.gov/files/dea/futures/deacot.csv  or like that. Also it should always download all assets which are available. 

The strategy will be pretty simple with the RSI as explained in the article.
