Creating of a MTF Indicator based on a MA

Dear All

The Job is very simple. I need an indicator which i can select the TimeFrame and it is based on the Moving Average indicator which is in MT4. 

I should can set all settings from indicator, mean Period, Shift, Apply to.

=> Additional i need the Time eg. from 00:00 to 06:00 (i need to set start/stop time; it is for the calculation)

=> Based on Time, Indicator check High/Low from predefined MA and mark it in chart as blue line for High and red line for Low

=> now the Signal Arrow will be, if MA is higher then High from predefined Time, than Up Blue Arrow (fat), if MA is lower than Low from predefined MA than DOWN Red Arrow (fat)

of course, the Signal arrow can only build after the predefined Time. 

again, the Signal Arrow is based on the MA Price and not(!) from the current price from a forex-pair, or metal or so on,...
