Техническое задание

I would like to create an ea on the currency strength could someone help me to make it happen?
The robot will have to open a buy order when the indicator shows a strength or weakness compared to another currency crossing upwards or vice versa, the 2 moving averages will also have to confirm the 10-period exponential moving average will have to cross the linear average weighted by 25 periods. Here is a hint on how the robot will work.
SL above or below averages.
