Big round number arrow signal

I need someone to develop two mt4 indicators

first indicator gives buy signals when the candle crosses above psychological levels (every 100pips in distance). Example of psych level 1.4000, 1.4100, 1.4200 etc.

second indicator gives a sell signal when the candle crosses below psychological levels (every 100pips in distance).

I also don't want the size of the candle (candle range) that crosses the psych level to be higher than 30pips and I don't want the candle size to be lower than 10pips. max candle range and minimum candle range to be open in input.
