Open Buy when bar closes lower, Open Sell when bar closes higher

Need a simple EA to Open a Buy order at the start of a new bar if the previous bar closes down.  Open a Sell order if the previous bar closes up.

I'd like to automate a simple counter-trend EA to do the following.

1.  Open a Buy order IF the Previous bar Opens above X.XXXX (price set via input) and Previous bar closes lower.

2.  Open a Sell Order IF the Previous bar Opens below X.XXXX (Price set via input) and Previous bar closes higher.

I'll manager close orders manually.

There is only two Inputs:

Price Level: 1.10900 (example)

Lots: .20 (example)

The order would execute on the first tick of each new bar.  Multiple order could be open.   I'll only be running this on one chart, so no magic number is required for me, unless programming requires it.

Example using above Input samples.

If the previous candle opened at 1.1120 (which is above the Price Level input), and the candle closes at 1.1105 (which would be a down candle), a BUY order for .20 lots would be open.   If the candle would have closed at 1.1125 (an up candle), then no action is taken.  Only buys on down candles.

If the previous candle opened at 1.1070 (which is below the Price Level input), and the candle closes at 1.1095 (an up candle), a SELL order for .20 lots would be opened.  If the candle would have closed at 1.1060 (a down candle), no action would be taken. Only sells on up candles.

It would need to check for currently open orders and only allow trades in the same direction as any open orders.  Only buy when there are 0 orders, or there are currently open buy positions.  Same for sell orders, only sell when no open orders, or currently open sell positions.
