Does "up down stars" iedicator and this one give similar signals even if they have different logic.

No they have different logics.

please could you include alerts for this indicator? It gives the best overbought/oversold signals I use daily but I miss signals due to the lack of alerts

the alerts are for the white extreme levels.

I noticed the alert just goes off onload of the chart. I expect the alert should go off only on display of the white x signal.
