Opening trades from Telegram signal texts

I want someone to code an EA that will open trades from signals sent on Telegram. The idea is to scrape the Telegram text and only forward the signals to a channel before sending them through to a dedicated channel from where they will be opened on MT4. I need a means to read those texts and open trades with SL or TP accordingly on my MT4. Ideally the signal will be posted in a channel which will be transmitted via api t"o the EA to open a trade on MT4 according to the spec of the signal. For example if a signal says: "Buy USDJPY @ 100.00 

sL 106.00 TP 110.00" then as soon as the EA receives the message it must confirm that it has received such by sending a text saying: opening "Buy USDJPY @ 100.00 

sL 106.00 TP 110.00. Once the trade is opened it must send text confirming: " Trade opened Buy USDJPY @ 100.00 sL 106.00 TP 110.00". Whe na TP has been hit or SL or trade has been closed the same notifications must come through. 

The EA must have:

1) a user defeneable api input for changing if needs be,

2) it must have an input to limit the maximum number of open trades at a time. 

3) a user denied input for lot size

4) Money management features such as lot size to equity ratio

5) user defined Input for number of pips for trailing stop

If you have done this before or know what needs to be done to achieve this I invite you to provide this service.

NB: This must come as a complete solution. Scraping of Telegram text and opening of trades on MT4 and managing these trades by closing if messages comes in reply to a signal requiring a trade to be closed.
