the error mean 'The expert is not suitable for the account / broker you are using'.

Not sure if it is still relevant for you but I had this problem as well. After a few times switching the "Algo Trading" button, in MT5, on and off the EA worked without problems. Make sure "Algo Trading" is allowed and turned on!

expert uses prices action to generate signals for buy or sell.
