It uses confirmed values. So it is looking at values from the previous candle, which will not change. So to answer your question, yes, the arrow will come at the start of the new candle, but it will be painted on the previous candle where the confirmed values were taken from.
Yes, an EA can be used to import from this indicator.

Yes, by new candle, that means current candle. So as soon as the current candle opens (at the same time as previous candle closes), an arrow is drawn. It is drawn using confirmed values which will not change.
About Paypal, the indicator is free and there is no need to pay. I'm not sure what you wanted to pay for.

The candle does appear at the open of the current candle.
It appears at the close of the current candle before the new one or next one appears.
That is why you can see it is always a win when the market is closed because arrows appears at the end of the candle where you see it.

My reply: The open of the current candle occurs simultaneously with the close of the previous candle. He said, "its seems the arrow comes at the close of the candle". This is the same as what I said.

My reply: Whether or not it is a "win" is irrelevant. The arrow will stay on the chart exactly as drawn since it does not repaint. There is nothing in the indicator that would delete or move an arrow if it is not a "win"! If you had tested the indicator before posting this, you would see it.
