Need Email Notifications From Metatrader 4 Platform

Specification

I need someone who can code the sending of an email from Metrtrader based on the price of a currency pair reaching a price point that has been calculated based on the close of a currency pair at a specific time each day. If that calculated price point is not reached by a specified time, an email would be sent saying no trade today. 

The price calculation is based on the closing price at an exact time I will provide. 

Also, I am looking for a programmer with whom I can speak with over skype. Not text chat but actually speak with.
