Automatic custom time frame

I am looking for a developer/ programmer who can automate or simplify the process for creating custom time frames in MT4. 

I know this can be done as a manual process by executing a script such as ‘period converter’, which when linked to an existing time frame, setting the period required and allowing DLL imports, and then via ‘open offline’ creates the desired chart and functionality.

What I want is a system ideally that is as simple (or as close as possible) to opening a M1, M5, H1 etc chart in MT4.  My intention is to run each currency pair on a separate version of MT4 to keep the platform uncluttered.

I am open to suggestions and recommendations as to how the project could best be achieved.  I am prepared to invest the right amount of time and money to get the best version I can get, not the cheapest.
