The goal is to only allow trades to be taken during the trading window - all open trades are allowed to hit take profit or stop out BEFORE any more trades are taken. (i.e. say a trade is open on Day 1 trading window, and its still open in Day 2 trading window - NO NEW TRADES until the Day 1 trade hits TP or SL)
The time is based on the brokers local time.
