Smart coder required

I have a strategy that I wrote in Tradingview and I want it to become an expert advisor in MT4. Overall it has simple logic which I can easily explain to the chosen coder. The "hard/unusual" part I will try to explain here below. If you feel like you can do what is asked below then please contact me. I have a back tested trades list to compare whether the code you have written matches the requirements. Don't worry it isn't a repainted algo or any of that scammy stuff. Look at my attached image file first

1) For every X amount of price change there will be a horizontal line drawn. These horizontal lines will be used as one of the indicators for selling or buying. Each horizontal line should be a certain chosen distance from each other for example 100 pips (1.01,1.02,1.03...)

2) The normal way of positioning trades is when a buy comes it closes the sell order and opens a buy order. In this case I want to only either close a trade or open a trade when an opposite position comes. So for example if I am trading EURUSD and I have -10 short trades in a row and then +1 buy trade and then -2 short trades and then +20 long trades the algorithm will first be net -10 positions short, then once the +1 buy comes the net position will be net -9 positions short, once the -2 short trades come the net position will be a -11 positions short, and lastly once the +20 long trades come the algorithm will close -11 short trades and open +9 long trades to arrive to a net +9 long. Only make buy orders when the net position of a specific pair is greater or equal to 0, and only make short trades when the net position of a specific pair is less or equal to 0. 

3) For each specific pair traded choose whether you want to go "long only", "short only", or "long and short". When choosing a long only strategy, it will only buy long trades and close long trades when a short order comes. Meaning if the net position is 0 and a short order comes, do nothing, but if the net position is greater than 0 and a sell order comes then close 1 buy position. Same logic for a "short only" choice. 

I understand this is not standard methods but it is simpler than it sounds. The logic for buying and selling involves the combination of the horizontal line indicator in point #1 and one more off the shelf indicator very easy one - will provide to the chosen developer.
