I want a robot that will enter or exit trades base on moving average crossovers only

I'm looking for a programmer who has previous experience for coding moving averages crossovers. The E.A I want coded involves only two moving averages. Below are the instructions.                                                                              Once the fast moving average crosses  over the slow moving average from below I want the E.A to place a buy order and once the fast moving average crosses over the slow moving average from above the E.A should place a sell order.                                                                                                                                      Once a sell or a buy order has been placed I want  the E.A to place buy stop orders for a buy order and sell stops for a sell order at an interval of maybe 20 pips from the buy or sell order generated I want the programmer to create an input that will allow me to specify the number of sell or buy stops to place  and their fixed lots N/B the buy or sell stops will have a fixed lot size no increasing or decreasing lot size.                                                                                     OPENING AND CLOSING OF ORDERS.    The generation of a new order closes the early order before another order is to be placed.below is an example👇.        If we had a buy order and buy stops currently trading and say like after 2 hrs the E.A generates a sell order the E.A should close the buy order and buystops regardless of wether it's in profits or loss and place a sell order with sell stops.                                                        NEWS FILTER                                      I want also the programmer to include a news filter that will allow me to choose which high impact news to filter or not filter. like the E.A should not trade during release of high impact news.                                                                                 RISK MANAGEMENT.                                 We are looking to have an E.A with maximum drawdown.The programmer should create an input that will allow me to insert the maximum amount in USD that the E.A should allow. If like say I have 30 USD as my maximum drawdown once the E.A reaches this threshold amount the E.A should close down and stop trading. Contact urgently
