I have published an utility and a potential bulk buyer of licenses of my product has approached me for a discounted rate? Does the Market business model provide for this at all?

No. The only workaround so far is to arrange a short time span with the buyer during which you lower your price or set it to 0. After he make a purchase you revert your normal prices back.
