Yes. They have acces to the VPS like you do. But if you choose a reasonably bigger company for VPS rental, then there is no reason to worry. They wouldn't risk their reputation to obtain your files.

if you are sending money to some bank thinking that the managers of the bank have access and because of that can steal the money so this is one solution only: do not use the service :)
