Waiting for MQL5 to cancel job

How long does it take for MQL5 to cancel a job in arbitration? They said it would be done in my favor today but it hasn't. There is no way of escalating this anyone. Very frustrating. I had a developer that said he could do the job and then disappeared and didn't start the job. Now my money is stuck with MQL5 and nothing coded.

It has now been cancelled. But I cannot withdraw the money back to PayPal. How do I move the funds back to PayPal?

check it, webmoney paypal epayment all will be show you in account

If you deposited the funds originally, rather than earning them (through jobs, selling products etc), then you can't withdraw. You can only withdraw money that you earn.
