Hello I need some help with posting my request to have an EA built for me.

I have filled out the online form (with the exception of one box, that is a bit unclear) but my problem is that I am unable to "send it" (or more correctly, I am unable to "Post it" to the "NOTICE board").

Some assistance in this would be greatly appreciated.
