setting up email need help Mail: login to smtp-mail.outlook.com failed

I am trying to set up an outlook email under TOOLS>OPTIONS>EMAIL but am having issues I keep getting the error "Mail: login to smtp-mail.outlook.com:587 failed", I have also tried using smtp.office365.com:587 instead of smtp-mail.outlook.com:587 but it still comes back with the same error
smtp-mail.outlook.com:587 is correct. Make sure that port 587 is not blocked by a local firewall if you have one.

I have turned on 2 step verification and created an APP password but I get the same error, can someone help or guide me to when I can find a topic, I have tried all of the links that are suggested at the bottom of the post and also any links that are on the bottom of those topics but I can't seem to find any help.
