Is there a opensource system that trades based on the signals from Trading Central? If not, how do I make one?

Is there a starting EA code to use and how do I connect the EA to my trading central signals which show up in the Meta Trader platform.
Any advice is appreciated.
Basically, I want the EA to open a position in the indicated direction of Trading Central after a simple MA crossover, or after a bollinger bands breakout.
