what do you mean by blocking it? if u mean an error during installation, then, it is probably only temporary connection issue with mq, not the broker. When using an installer, generally it will ask mq server for the lastest beta build, which is generally downloaded from mq server not the brokers.

however, i have never heard of brokers blocking it.

It could be caused by a regulatory issue. Each broker-dealer provides service to the countries/jurisdictions that it chooses. They have to deal with international financial regulations, international blacklists, and domestic blacklists.

To be clear, the offerings of all trading platforms are affected by this--not only MT5.

 
I really dont think so, but anyway MT5 is such a great platform!

I'll talk about everything... from installation to using the account on an MT5 that I downloaded from MQL itself. See the screenshots. (I use paid Avast Premium).

Is it as if the broker is being "banned" from MQL5?

Nothing related to the broker, the problem is your antivirus which detects wrongly an issue with MT5.

It's very old and recurring issue.
