No. They don't need have funds. Many people top up the account only in the moment of set the  requirements negotiation.

 
I don't think need change unless they allow the withdraw of funds not used. Why force to deposit $500 to make a project by $200 if the remaining funds cannot be withdraw?

I support the idea of requiring a $30 account balance to create a freelance job. This is a great idea! This will solve the problem of spam with the same jobs from multiple accounts.

I would even suggest that MQ charge the customer a small fee ($1 for example) for each job created. This would solve the problem of spam with job copies from one account. And thus there would be no more jobs like "Please, I have no money, I really need your help for free. I will buy you a yacht when I become rich"
