How many users may i create with multi terminal?

And can each account run a different EA independently?

Is it possible make increase limit from 128 account to 500 or more ?
who is responsible for this matter and who should change it .

MT4 and its Multi-terminal are no longer being developed for several years now. Accept the fact that it will not be changed.

Hopefully it could happen, but I would advise you to ask the service desk about something so technical.
