Highlighting noise/consolidation area in the market

In your opinion...most effective way to find the areas of noise and consolidation by means of technology?

What comes to mind is the ATR, and basic volume analysis, but I'd like to know your opinion
 
I have had better results when recognizing high momentum rather than recognizing consolidations. Just sharing my experience.

I think momentum is also one of the most powerful things, but I also have a love for trend based indicators, but what's interesting now for me is that we can improve trend indicators by cutting out the false signals they make

 
To clarify what I mean by momentum is trend strength not trend direction.
