You can't change the time zone of your charts, its fixed and it follows the server time of your broker.

As for deleting all drawings/objects on your chart, right click on your chart >> Object List >> Control + A >> Delete.

To delete all objects including those hidden in the object list:

CTRL+B -> List all -> CTRL+A -> Delete
