I think - the criteria is the date of pubishing.
If you go to any section (the sections are on the left side of this article page https://www.mql5.com/en/articles )
so you can see something as "latest | best". The latest is sorting according to the date too, and the best is related to the views (how many views and may be - comments).
You can check it by yourself.
