Then I can add nothing more. I do however, still believe it to be a network communication problem. Given that the individual cloud computers have their IP addresses all over the world, the VPS provider may be blocking out certain protocols or address groups and causing the issue.

The solution for me:
If agents won't connect to cloud but they are indicating only "working" on the right, disinstall ALL agents, close and restart metatester agent manager, add 75% of cores (if you have 16 cores add only 12 cores). It will work. If it not work redo procedure and add LESS agents (4-5 of 16 for example).
If metatester agent manager DON'T start on your local network, it is possible that it is using another network interface (virtual interface or others): to solve DISABLE other network interface other than ethernet interface (if this is your local net interface) and than re-launch or reinstall metatester agent manager. It will point to correct iterface! Than you can re enable the other iterface if you need them.
