How to know whether an account is giving or receiving signal?

I am writing a script and I would like to know how one can know whether the account is giving or receiving signal? In order to deactivate it before running the script because should it be the case, there can be overlap that might yield unknown results.

the account is signal only if it never subscribe to any signal.

That might be the case, and be obvious to the person who knows the account settings, but I think Nathan is asking how to make the script able to tell that.
