Does anyone know how to easily determine the time zone for a broker on MT4 or MT5?

Not completely possible, only partially.

All you can do is compare the trade server time to the local GMT time and calculate the current offset, but that will not tell your if it uses Daylight savings or not or when the changeover will occur. And this is only possible if the local time is correctly set and synchronised.

The best option is still to ask the broker or look up the information on their website.
