It was discussed somewhere, I haven't checked it myself, but I remember it was said that switch is a slow construct and it's not recommended to use it unless absolutely necessary.

On the contrary, switch is faster than ifs. That's why there are no strings and doubles in switch)
the councillor has nothing to do with it at all...
