The idea is good, but it is only dream. Absence payment after use of resources - highly inefficient decision.
Furthermore, this decision may be a threat for project.

For my point of view, as long this service is shared between users who let access to their own resources too, there is no need to put a fee. On the other hand, if somebody woud like to use the cloud network but doesn't want to put is own pc in this network, then he should pay for the service.
considering that, I think that 0.17$/hour and agent is not too expensive.
