If you top up and the program can't be programmed you will ask Service Desk to allow you to withdraw it. Finding a developer in the forum is not allowed.

You can still create a Freelance Job request and discuss issues with possible candidates. You will only need to top up your account once you have decided to select a developer for your project. By then you will know from all their answers if the project is viable.
