Sure if the new broker offers an MT4-account. Just open the account with the new broker transfer the money and then login and start trading

There are no investments in MT4; MT4 is a program.
Only you can withdraw from your brokerage account. Ask them.
Only you can go to a broker's website, open a brokerage account and fund it. One broker has nothing to do with another.

Ask Google for other brokers that offers a MT4 platform and look for (user) ratings of brokers. Here any discussion about broker is forbidden.

Open an account with them. Withdraw your money from your actual broker to your bank account and transfer it from there to the new broker.
