Only possible via Win32 API, but then you would have to enable "Allow DLL Imports" in both the settings and when placing a EA on the chart.

However, such EAs will not work on MQL5 VPS nor can they be sold as a Market Product.

Why are you talking about MQL5 when your topic is in the MQL4 section?

I believe he means the MQL5.com site services, not necessarily MQL5 language as that obviously does allow external libraries.
