Hello, if I am looking to hire a Freelancer, am I able to interview them through Skype before hiring?  Thanks.
 

Also after making the hire, can I talk to them through Skype or Zoom so I can explain things more clearly?

Yes, you can do it. First open a job in freelance , in the description you can ask the programmer to provide their skype to aplly your job.
