Ohh... now I get your approach. (I think)

Stddev on atr or Bollinger bands on atr.

There you get a min low, a threshold zone and an above value for the size of the possible indecision candle...

Is that going the right direction now?

If that's not it, then I really do not get what you are looking for.
 
Any and every indicator has nothing to do with finding out whether the candle is indecision or not. This can be find out based on the actual candle only but nobody (including myself) seems to know how.
 
So then let's define, what do we have as parameters for a candle?

OHLC
Volume
Tick Data inside the candle.

Then we have data around the candle.

Left to it and right to it. Do we use them? You said no.

So the candle is left without context.

We have not looked at the tick data jet.

Then I would assume the answer is there, maybe?
