Inability to pay for EA

Hello somebody, morning from this side. Am finding it difficult to pay for any " EA in the market.. Keeps saying FINANCIAL OPERATIONS ARE LIMITED " and the help desk link say "404. The page does not exist " please how can I fix this?.

Get in touch with developers using Service Desk!
Need help from the help desk Good Luck I click on the link and i am taken to a page that does not exist
