Cancelling a freelance job

Hi,

I posted a job in freelance service and chose a developer, but unfortunately the developer could not perform the job.

We both agreed that he would cancel the job, so I can select another developer.

Is there any way for him to cancel the job, on mutual agreement, without arbitration?
