covid19 aand Freelance service

 
Good day.
taking into account of the Covid, what do people advise for the following cases. 

1. Developer not responding to Customer because of quarantine or 
2. customer not responding to developer because of quarantine. 

if any of the two cases arrise what is the position that you the reader suggest
 

If he doesn't answer how do you know the reason ?

There is nothing different from usual, no answer from a while (1 month ?), start arbitration.

 
I'll bet that there are very few people who are in quarantine that do not have access to a computer and the internet.
