It depends what mean he/she uses, if its the personal profile page or a private message its not much we can do.

If its in the forum, you can report it to a moderator.

For the first case, you can just ignore it, this is what I do anyway.

In Freelance jobs there is a complaint button.

Also , if you have agreed upon the project (-with the freelancer-) (-or the owner-) you can go to :

• Comments Tab
• Project Information on The Right (it expands)
• Scroll Down to the right 
• Click on Request Arbitration 
• Enter the reason for cancellation but whatever you enter keep in mind you will be presented with a choice (after the reason is submitted ,to offer the other party)
• Choices are : Half Cancel [splits funds-commision to 2], Cancelation Of Project [funds-commision goes to owner], Completion of Project [funds -commision goes to freelancer].("funds-" is funds minus)

Now if you are a freelancer and you are referring to the latest hobby around that page , which is source code collecting without completing projects ,you should complain (top right i think in project description) as Keith suggested.
