I can't tell you the name of the indicator, but I can tell you that this is one chart that looks well but there are countless others (non trending) that it will look like a mess.

 

this looks like a variation of the "polynomial regression channel" indicator; maybe this keyword helps you finding it;

when you work with it just be aware that regression channels repaint;

deviation from the central band (similar to Bollinger Bands) can be a useful information, but the extrapolation part (everything on the right, beyond the current price) should be taken with a grain of salt; it will change all the time

Yes, if not mixed up with John Ehlers' Center of Gravity indicator (=oscillator).
