Developer EA blocked account

Hi all, thank you for taking the time to read and help.

A friend of mine is working with a developer who says he cannot fullfill the order because his account has been blocked by mql5 and that my friend should just wait as he is waiting feedback from mql , but the order remains open and looks normal from my friends side, can this really be happening? Or is the developer just playing for time? Is there any way to see if someones account has been blocked?
