Find one that had worked for others in the past and try that one.

What do you mean by "building one?"
If you mean devising rules that you intend to manually trade, there are gobs of them available on the Interwebs. For example, Babypips offers this one:

If you mean create an algorithmic system (robot, or EA) to trade automatically, look in the Code Base for examples.
